2 Leaders for each colour (2:1 Ratio of 2 Common/Special Leaders : 1 Rare Leader) All aspects are balanced, except Hero Rare has one slot less than Villain for LAW Ghost for some Hera Support Packs: 1 Leader 9 Commons 3 Uncommons/Specials 2 Rares/Legendaries
